The Hamamatsu H7422A-40-Y001 and H7422A-40-Y002 are special photocathodes that have extended red GaAsP and InGaAs detectors which are needed for a specific scanning laser ophthalmoscope application (780nm-860nm, 50nW-500nW) that is currently implemented in the National Eye Institute Eye Clinic. The sensor is embedded in a housing module that is currently in use with a custom built adaptive optics scanning laser ophthalmoscope housed in the NEI eye clinic that was initially deployed under contract HHSN263201400011C. Under this contract the H7422A module was utilized. These new modules are needed to upgrade the performance of this existing instrument to achieve new research targets. It is imperative that the same exact module be used to maintain instrument compatibility.  We have to date invested thousands of hours of time into testing and characterizing the performance of sensors within this housing module. Selection of any other housing module would likely result in long delays resulting from retesting of products from other suppliers. The Extended red GaAsP and InGaAs photocathodes are special detectors within this housing module which are only available directly through Hamamatsu due to the fact that this is a prototype product under development. There are no other commercial vendors or distributors that can provide these new photocathodes. Therefore, for the reasons detailed above, there is only one responsible source and no other suppliers or services will satisfy (FAR 6.302-1).

Closing Statement: This notice is not a request for competitive proposals.  However, interested parties may identify their interest and capability to respond to this notice.  Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
