In May 2013, the 66th World Health Assembly endorsed Resolution WHA66.4, which includes a global action plan for the prevention of avoidable blindness and visual impairment for 2014—2019. The action plan is intended to serve as a roadmap to consolidate joint efforts aimed at working towards universal eye health in the world. The vision of the global action plan is a world in which nobody is needlessly visually impaired, where those with unavoidable vision loss can achieve their full potential, and where there is universal access to comprehensive eye care services. WHO's approaches in developing comprehensive eye care services by strengthening six areas of the health system will be discussed.
Dr. Ivo Kocur is based at the World Health Organization headquarters in Geneva, Switzerland, where he has served for over a decade. He was involved in the global coordination of "VISION 2020: The Right to Sight," a major international partnership for the elimination of avoidable blindness. He has been actively engaged in assisting WHO Member States in eye care projects worldwide through the development of national eye health plans, international and national public health eye care workshops, and data collection on eye care services and eye health. Dr. Kocur obtained his medical degree in the Czech Republic, and later completed a master of science in community eye health at the University College London, a master of arts in international management and diplomacy from the Diplomatic Academy of London, and a master of business administration at the European University in Geneva, Switzerland. Alongside his WHO responsibilities, he lectures internationally on issues of public eye health.

The Fogarty International Center is also a sponsor of this and other previous and planned lectures. The series was created by the NEI Office of International Programs in 2012 to foster the global collaboration and exchange of information among international vision researchers and eye health clinical scientists. Lessons learned from global health programs around the world and their applications to healthcare research in the United States are a focus of discussion in these lectures.
